    I think Art is Art. All definitions have limitations. Commerciality is subject to fashion and hype, personal is subject to individual affection etc.

    With painting or drawing, the medium, whether canvas, paper or brick will have differing longevity partly down to the material itself and partly to the conditions it’s under – a number of Banksys and other street art have been covered in perspex to protect them from the elements.

    Whether the art is preserved or not will depend on who controls the work. Who knows how many masterpieces have been painted over, thrown into fires, or festered in poor storage?

    They tried this when Asylum Seekers were all the rage. It was scrapped for all the reasons Panda mentioned. The vouchers weren’t for the cheapest supermarkets – shades of paying back political favours – vouchers couldn’t be used with discounts and cash couldn’t be given in change.

    So queues were held up while items were exchanged down to the last penny, vouchers were used to buy mobile phones and phone vouchers as they could more readily be used as currency, and of course bigger issues such as integration into the British Way of Life were seriously hampered, because by the time someone had received leave to remain they had become entrenched in an alternative, semi-legal at best culture.

    So in addition to the points already made, once benefit claimants have become entrenched into an alternative lifestyle, it becomes less likely that they are going to undo all that effort if suitable employement/income/lifestyle becomes available. Vouchers are a self-defeating tactic.

    There are two sides to art, what looks like and the effect it has on you.

    Some art can be appreciated as showing the skill of the artist, but will have little or no emotional impact, Other art might take ages to prepare, but has huge emotional impact, positive or negative.

    Not everyone goes to art for the same reason though. I can wander around the NPG or National Gallery and appreciate the representational stuff and learn what it tells me about time, place and context. But I also enjoy the Tate Galleries with their installations and the pieces that move me, whether to disturb or to soothe.

    I remember watching a programme where Rolf Harris tried to paint in the style of Picasso, and for the first time I understood what the artist was about and stopped calling it rubbish. Maybe that sort of insight comes in different ways for different people.
