Didnt someone say earlier that child benefit was originally given out so that parents could afford to buy shoes for their children?

Which begs the question, should every parent be given child benefit if it appears that they dont actually need it :?: I think each case should be assessed seperately, and if child benefit is provided, it should be in the form of vouchers for food or essential clothing etc.
