Britain is a country full of people who cant function properly without someone guiding their every movement. Common sense should tell you not to drive fast in built up areas, common sense should tell you not to park in places that may cause an obstruction to others. Common courtesy should tell people that parking places nearest to shops etc should be left for people with disability problems.
But because most Brits havent got the brains they were born with they need guiding by way of laws. And once they have been guided and shown how to act with a measure of dignity they turn to their favorite of all pastimes. Moaning about it!
