Im not sure about that, I immagine that concrete bollards would just fracture at the base with such a forceful impact. You are right that destroying the tires would not stop the lorry, but it would remove the ability for the driver to steer it towards people. I would add the exception of people who commit serious crimes, they should be deported to their country of origin.
For refugees, international law says we can return them to the last safe country they came from, which would be France.

To clarify, i’m not in favour of deportation. Things aren’t that bad yet. But I think I would probably accept a ban on immigration from Islamic majority countries until a better solution can be found.
