That’s not Blackmail, that’s a false claim. Just like a scorned woman might claim she is raped by a man who has rejected her advances, to try to get him in trouble. Or claim Blackmail or any other offence to get someone in to trouble. (Smear campaign)

And if this is a Blackmail claim, and no evidence is produced, and the plaintiff is unco-operative with the investigation, and refuses to produce any evidence, then what?

I’m really not sure at this stage. It seems some crime may have been committed but you are being very vague and unclear about the circumstances. It’s also impossible to make progress until the defendent has made a statement.
Maybe the defendent will argue you took 100 screenshots of them, so they took one of you.

That’s not Blackmail.
Making a claim of Blackmail is very serious offence. Blackmail can carry 14 years, murder and rape can carry less than that. Accusing someone of blackmail is equivalent to accusing them of rape or murder and is not a claim to be taken lightly, or falsely.
