Have you scanned his pc with his antivirus software?
If System Restore is turned off, there’s no point in turning it on right now as
he has no saved Restore Points to restore his pc to.
You should be able to access System Restore by right clicking My Computer,
then clicking Properties. But I don’t think you should turn System Restore on
until you’ve resolved the problem as you’ll only save corrupted restore
points.
Run the antivirus software and see if that finds anything.

I believe voting should be compulsory, with the option to tick the abstain box.
Voting should be made easier via electronic polling booths at supermarkets,
libraries etc.
