I think the only answer to the Midlothian Question is an English Parliament with similar powers to the Scottish Assembly. Perhaps held in an ancient capitol like Winchester. Combined with a hike in the powers of the Welsh and Northern Irish parish councils the UK Parliament could then be left to officiate solely on UK matters.
Regional parliaments, though, like the one offered to the north east, I can only see as being a complete waste of time. They would serve only to simultaneously devalue the Scottish, Welsh and Northern Irish assemblies while offering nothing new to the English except another tier of local government.
