That is irrelevant – if the hard drive is damaged, you format however you want and it still would not work.
Although it sounds like the drive is quite definately dead, the only other thing that springs to mind is that an incorrect addressing mode can cause the same error. Make sure the addressing mode is LBA (as opposed to CHS) in the BIOS.
