The difference is that one was an act of terrorism and the other an act of war.

Both are bad but terrorism should never ever be condoned by anyone. We cannot claim to have intelligence over our governments and secret services. They in their opinion will have had just reasons to go to war, no one goes to war for the hell of it.

9/11, The london tube and bus bomings and the Glasgow airport acts of terror in my opinion is far worse.
