Emma dearie, loads of cars on the DVLA database have been ”sold” on to another person and the change of user hasn’t been notified. Also a legally registered car doesn’t necessarily HAVE to be at or even outside the address at which it is registered.
You can quite legally park your legally registered (but not necessarily insured) car anywhere (subject to the parking regulations in force where you actually park).
The offence is committed by actually DRIVING the vehicle without ….. etc etc. To prosecute this you have to apprehend the DRIVER actually in the act of DRIVING.
It isn’t ‘evidence’ to go round loking for uninsured vehicles at their registered keeper’s address, not finding them there, and then assuming that it is the ‘owner/keeper’ that is or was driving it at the time simply because it wasn’t where you expected to find it.

I’m going to buy him a bloody great big Billy goat with effing great horns for Christmas and hope that it stuffs them right up his …….. !!!!
With luck it’ll bugger the cat as well.
I wonder if Oxfam delivers to the UK? They could buy in in Africa (and thereby help the local economy) and deliver it all nicely gift wrapped to the swine with a label saying: ”From a well wisher … up yours for Christmas.”

A Paedophobe has a strong DISlike (or fear) for children and a Paedophile has a strong LIKE (or ”unnatural love”) for children – if as Owen says, we use language correctly !!!
