I agree.
The gollywog wasn’t offensive as such, but when it was removed from the jam jars because the word was a very common form of abuse.

Different offence.
The FA apparently took the view that using the words on the field of play was enough to be an offence, and they don’t have to go with “beyond reasonable doubt” as a standard of proof. It’s just the same as at work if you are sacked – it only has to be proved on a balance of probabilities.
