What conflict are you referring to? Iraq or Afghanistan? I believe a pull-out date has already been set for Iraq although I would imagine most of those troops will be getting redeployed to Afghanistan after a brief reunion with their families at home.

I hadn’t really noticed Big Issue sellers becoming largely foreign and have certainly never come across any rude sellers.
