Most normal law abiding people, particularly those who have been the victims of crime, would quite welcome a bit of public revenge on the perpetrators- it is indeed rough justice- unfortunately it doesnt stop there- next time its someone who simply isnt liked or stands out from a crowd- rough justice is also justice delivered by the strongest rather than the most just.

We moan about “drugs” in this country, who sells them etc but if we didnt demand them, they wouldnt be there selling them- it doesnt mean drugs would go away but the indirect effect would be minimal
Not sure about Bolivia supported by drug cartels- not heard that one before and the only way they would benefit is by a direct interaction with the drug barons- they certainly arent getting any taxes from them
